This Digital Government Review of Slovenia explores how the Government of Slovenia could enhance and harness digital government to achieve broader strategic goals. It evaluates the efforts made so far by the Slovenian government in shifting towards a digital government approach by looking at institutional governance, institutional digital talent, public service delivery and the strategic use of data. The review provides policy recommendations to allow Slovenia to make the most of digital technologies to foster a citizen and data-driven administration and to enable and sustain the digital transformation of the public sector.

This report uses systems thinking tools to address pervasive problems in Slovenia's procurement system that the government has struggled to remedy through traditional regulatory means. The report outlines how room for innovation can be created within highly regulated policy domains and how governments can systematically benefit from it. Systems thinking allows for a new understanding of the role of procurement. The report explores potential reforms that could be designed from the bottom-up, to address specific behavioural and structural barriers – such as public perception, risk aversion, accountability and control functions – that cannot be addressed using only a legalistic approach.

Skills will be fundamental to Slovenia’s success in achieving its ambitious vision for the future – a society in which people learn for and through life, are innovative, trust one another, enjoy a high quality of life and embrace their unique identity and culture. Slovenia’s success in achieving its vision will depend to a great extent on how well it develops, activates and uses people’s skills. The OECD Skills Strategy Diagnostic Report: Slovenia identifies a number of overarching priority areas for action. These were identified by analysing common themes that emerged from stakeholder perspectives on the most important challenges facing Slovenia in this domain, and also through the OECD’s analysis of the nine challenges identified and examined in the report. The three priority areas for action identified are: 1) empowering active citizens with the right skills for the future; 2) building a culture of lifelong learning; and 3) working together to strengthen skills.

This review of innovation policy in Slovenia offers a comprehensive assessment of Slovenia's innovation system, focusing on the role of government. It provides concrete recommendations and identifies good practices.
