The Task Force on Countering Illicit Trade (TC-CIT) meets as part of the OECD High Level Risk Forum of the Public Governance Committee (PGC). The goal of the Task force is to promote tractable policy reforms and to foster international cooperation aimed at the reduction and deterrence of illicit trade. In 2015, the Task Force on Charting Illicit Trade (TF-CIT) completed its first phase with the publication of "Illicit Trade: Converging Criminal Networks". The report provides an overview on the state of knowledge about the volumes and flows of trade in several sectors of prohibited goods. It also recognizes that public and private sector decision makers need to explore in greater granularity the governance gaps that criminal entrepreneurs successfully navigate to operate across borders.
