Regulations are essential tools in the hand of governments to promote well-being and economic growth. However, achieving regulatory quality has become increasingly difficult. The growing pace of technological changes and globalisation are posing substantial challenges and leave governments unsure of what and how to regulate.

 

Consequently, OECD member countries are investing significant resources in the development of regulatory policies and reform programmes to improve the quality of their regulations. Do the reforms succeed in improving the quality of regulations? Do they stimulate investment, foster economic growth, reduce systemic risks, improve the environment, health and overall quality of life?

 

The OECD Measuring Regulatory Performance programme aims to help OECD countries improve their regulatory quality in two ways:

 

1. Measure regulatory performance to diagnose success and failures, improve regulatory policies, programmes and tools, and to communicate progress.  

• For this purpose, the MRP programme developed the Indicators of Regulatory Policy and Governance (iREG), which present evidence of OECD member countries’ regulatory policy and governance practices.
• iREG provide the basis for the Regulatory Policy Outlook series including individual country profiles.

2. Demonstrate how improvements to regulatory governance deliver actual benefits to business and citizens. For example, 

• The OECD Framework for Regulatory Policy Evaluation
• Methodological guidance on perception surveys and compliance cost assessment.

 

Concrete examples of country practices are presented in the Pilot database on Stakeholder Engagement practices. The work on Measuring Regulatory Performance also includes annual conferences, which allow for in-depth discussions on specific topics related to measuring regulatory performance.
