Customisation Opportunities of IUCLID for the Management of Chemical Data – 3rd editionThe OECD releases a third edition of the report on the Customisation Opportunities of IUCLID for the Management of Chemical Data.

IUCLID (International Uniform Chemical Information Database) is a software application designed to record, store, maintain and exchange data on chemicals. It is a key software application for both regulatory bodies and the chemical industry where it is used in the implementation of various regulatory programmes. IUCLID can be customised and configured to manage chemical data in different contexts and is a platform employing globally harmonised data elements pertinent to chemicals. It is continuously updated to provide greater customisation, extension and integration with other tools. This third edition provides the latest updates on IUCLID features and processes, including the use of PostgreSQL, an updated matrix view of the use of IUCLID in OECD countries, the new release schedule, and information on new tools to support the use of IUCLID (Data Uploader) and the IUCLID Customisation Forum.

 

 

 

 

 

In addition, an IUCLID Customisation Forum is newly available for developers from different regulatory programmes and jurisdictions to share customised elements for the IUCLID application.

WHAT is the International Uniform ChemicaL Information Database (IUCLID) 

IUCLID is a software application designed to record, store, maintain and exchange data on the intrinsic and hazard properties of chemical substances or mixtures, as well as the uses of these substances and the associated exposure levels. It is a key software application for both regulatory bodies and the chemical industry where it is used in the implementation of various regulatory programmes. Its principal function is to capture and make available data on chemicals, in a structured and harmonised way. IUCLID supports international cooperation regarding the management of chemicals. It is part of an “ecosystem” of IT tools developed and promoted by the OECD and its member countries around common harmonised electronic formats. Its format captures information which comply with the reporting requirements of the OECD Test Guidelines, as well as harmonised electronic formats, the OECD Harmonised Templates for Reporting Chemical Test Summaries (OHTs) and other national/international methods used for chemical studies. The OECD Test Guidelines1 play a role in the system of Mutual Acceptance Data among OECD members and non-OECD member adherents which supports international harmonisation, reduction of duplicative testing of chemicals and the minimisation of barriers to trade.

 

WHO IS INVOLVED

  • The European Chemicals Agency (ECHA)
    ECHA develops and maintains the IUCLID software and the underlying format in collaboration with the OECD. This collaboration allows the management of the IUCLID format with the aim to reach, to the extent possible, harmonisation of the way data on chemicals are collected and exchanged in regulatory settings. The current version is IUCLID 6. ECHA distributes IUCLID free of charge. 

  • OECD and the OECD IUCLID User Group Expert Panel
    The OECD recommends the use of the IUCLID software for the elaboration of datasets for chemicals in order to increase harmonisation between countries. OECD member countries established the OECD IUCLID User Group Expert Panel, co-Chaired by ECHA. The Expert Panel identifies worldwide business requirements for enhancement of IUCLID independent of the context, giving priority to users’ needs in regulatory settings, and promotes and facilitates the use of IUCLID in OECD member countries. Members of the Expert Panel are international experts in toxicology, ecotoxicology and environmental behaviour from member countries and industry, who use IUCLID for elaborating and reviewing data sets for chemical substances.
