How Islamic finance contributes to achieving the Sustainable Development Goals

This report identifies the opportunities that Islamic finance presents for donors. To achieve these, Arab and OECD Development Assistance Committee donors need to mobilise innovative forms of financing and deliver the call to deepen the transformation of development finance systems. DAC members could do so by broadening and deepening exposure to alternative forms of financing, such as Islamic finance. Islamic finance represents USD 2.5 trillion – a share of which could be mobilised for development – and its tenets resonate across the member countries of the Organisation for Islamic Cooperation and beyond. Arab donors could harness Islamic finance, as a means to strengthen partnerships with DAC members, whilst increasing the effectiveness of existing aid flows in countries and contexts where they have considerable access. Doing so could create a more equitable and stable development finance order capable of delivering the SDGs and achieve greater impact in partner countries. Both communities would then be able to chart a path for all development actors, notably the private sector, development finance institutions and other bilateral donors. This report provides a set of action points for Arab and DAC donors, highlighting the benefits of engaging in and co-operating through Islamic finance.

SME Policy Index: Western Balkans and Turkey 2019 - Assessing the Implementation of the Small Business Act for Europe

Robust SME sectors are critical to the prosperity of the six Western Balkan economies and Turkey, accounting for over 70% of those employed in the business sector and generating 65% of value added in these seven economies. Yet their potential remains untapped, as SMEs across the region grapple with numerous challenges that hamper their growth and productivity. They are still under-represented in international trade, and their contributions to value-added remain comparatively low as they have difficulties in moving or expanding into high value-added activities. This report provides a comprehensive overview of the implementation of the ten principles of the Small Business Act for Europe (SBA) in the seven EU pre-accession economies over the period 2016-18. It monitors progress against similar assessments performed over the past decade and identifies the outstanding challenges affecting SMEs. It also provides targeted recommendations to remove barriers to SME development and unleashing their potential for driving inclusive economic growth.

Innovation, Agricultural Productivity and Sustainability in Turkey

Productivity growth in the Turkish agricultural sector is supported today by better technologies, crop varieties and animal breeds. Yet improvements have slowed since the late 2000s, and the productivity gap between agriculture and the rest of the economy remains large. To overcome these challenges, Turkey will need to reduce the substantial technological and human resource disparities between small-holder and commercial segments in agriculture, and ensure more equal regional development. Considerable structural adjustment is also required, both within agriculture and in the overall economy, supported by broad policy actions in the areas of labour, education, social security systems, and land reform. Important efforts have been made to boost national innovation systems, but there remains considerable catch up in terms of the quality and impact of R&D.
