Production Transformation Policy Reviews (PTPRs)
The PTPRs focus on assessing countries’ readiness and potential for change, taking into account countries’ specificities and international benchmarking based on a five-pillar interpretative framework. The five features have been defined on the basis of countries’ experiences and the different approaches in the literature explaining the capacity of economic systems to be successful in the current economic landscape.

Drivers of Production Transformation
There is no single force driving production transformation and successful integration in global markets.
Identifying key drivers of production transformation and comparing policy approaches helps in defining effective and targeted policy actions. Experiences regarding promotion of specific drivers of upgrading discussed so far include:
The changing global context requires new and better data to measure emerging trends and inform the policy discussion. OECD is a pioneer organisation in creating comparable indicators to support evidence based policy making. The OECD and the WTO are leading the creation and expansion of a new database: the OECD-WTO Trade in Value Added (TiVA) database.
This database aims to inform trade and production development policies and to better reflect:
Institutional capacities are needed not only to improve and expand existing databases, but also to carry out data analyses for advising policy making. Strengthening country capacities to use the newly developed data is an important step in elaborating better policies. Domestic capacities to analyse and interpret these data are important because they can also contribute to enrich the interpretative framework by complementing the evidence from input-output table-based analyses with case studies and evidence from additional sources. Participating countries highlight the importance of recognising differences between countries in data availability and quality and express interest in organising regional workshops to discuss dynamics in production networks and to share experiences across regions.
