La coopération triangulaire peut rassembler le meilleur de différents acteurs – les apporteurs de coopération pour le développement, les partenaires de la coopération Sud-Sud et les organisations internationales – pour partager leurs connaissances et mettre en œuvre des projets au service de l'objectif commun de lutte contre la pauvreté et de promotion du développement. Il n’existe pas de définition convenue au niveau international de la coopération triangulaire, que l’on peut aussi dénommer «coopération trilatérale» ou «aide trilatérale» ou «coopération tripartite» ou «convention tripartite». Cela souligne la nécessité de poursuivre les efforts pour obtenir un consensus sur les principales caractéristiques de la coopération triangulaire et de préciser comment tirer le meilleur parti de la coopération triangulaire et relever ses défis. L'OCDE a contribué ces dernières années à promouvoir le dialogue à son sujet et encourager une plus grande analyse de la coopération triangulaire.
