Supporting Decentralisation in Ukraine (2017-18)

The project aimed to support the successful implementation of Ukraine’s decentralisation reform through analytical inputs and capacity-building activities at national and sub-national levels with inputs from peer experts across the OECD, namely from the Czech Republic, Flanders and Poland. The work built on the analysis and recommendations of the OECD Territorial Review of Ukraine (2014) and was carried out in close collaboration with the Ministry of Regional Development of Ukraine.

PROJECT OUTCOMES

updated territorial analysis and performance indicators
assessment of the progress and challenges in the implementation of the decentralisation reform
formulation of recommendations for more effective multi-level governance
advice on more effective service delivery at sub-national level based on an in-depth analysis of one specific sector
enhanced engagement of Ukraine with OECD bodies and dissemination of project findings
stronger institutional capacities at national and sub-national levels to roll out the decentralisation reform
invitation for Ukraine to adhere to the OECD’s Recommendation of the Council on Effective Public Investment across Levels of Government (Українськa: Рекомендацію щодо ефективного державного інвестування на всіх рівнях врядування)

15 June 2018 Kyiv \| Ukraine	Launch of the OECD report: *Maintaining the Momentum of Decentralisation in Ukraine* (English \| Українськa) This report updates and extends the analysis conducted in the OECD Territorial Review of Ukraine (2014), providing insight into Ukraine's current territorial reform and approach to decentralisation, exploring the impact of current fiscal decentralisation measures, and illustrating what multi-level governance means in practice using Ukraine's transport sector as a case study. The launch event was attended by high-level representatives from the OECD, the European Union, and the Government of Ukraine.

The project was launched in September 2016 in the framework of the OECD-Ukraine Action Plan. It is jointly implemented by the OECD Regional Development Policy Committee and the OECD Eurasia Competitiveness Programme, with the financial support of the EU Delegation in Ukraine and the Governments of the Czech Republic, Flanders (Belgium) and Poland.
