Improving Enterprise Statistics in Ukraine 2018
Compendium of Enterprise Statistics in Ukraine 2018Over 2018-19, the OECD worked closely with the State Statistical Committee of Ukraine (Ukrstat) to improve its capacity to collect, analyse, disseminate and harmonise official business statistics.
In the context of the project EU4Business: From Policies to Action, the OECD assisted Ukrstat in the implementation of a methodology to harmonise the development and collection of entrepreneurship indicators in line with the OECD-Eurostat Entrepreneurship Indicators Programme and, in particular, the Eurostat-OECD Manual on Business Demography Statistics.
In co-operation with Ukrstat, the OECD produced the Compendium of Enterprise Statistics in Ukraine 2018 presenting comprehensive and detailed information about the role played by the SME sector in Ukraine’s economy. The Compendium features structural business statistics (number of SMEs, employment, turnover, exports, average monthly wages, value added and productivity) and business demography statistics (enterprise births and deaths), providing an international comparative perspective with SME performance in OECD and EU member countries.
In close co-operation with the National Bank of Ukraine, the OECD also produced a dedicated section on trends and conditions in SME financing. This section covers such indicators as SME outstanding loans, SME interest rate and interest rate spreads between loans to large firms and SMEs, loans to companies by currency and company size, etc. The data for Ukraine was assessed within the framework of the OECD Financing SMEs and Entrepreneurs Scoreboard and provides comparisons with OECD and EU member countries.

This report has been developed in the framework of the EU4Business Initiative. The Initiative covers EU support for small and medium-sized enterprises (SMEs) in the region of the Eastern Partnership which brings together the EU, its member states and six partner countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.
