Supporting Competitiveness and Economic Diversification in Kazakhstan

 

This workstream aims to support Kazakhstan in creating a sound business climate for investment, enhance productivity and build a more knowledge-based and private sector-led economy.

Projects comprise analytical work, capacity-building activities and public-private dialogue.

The private sector and civil society in Kazakhstan are engaged in a collaborative process to support policy reform and identify the key barriers to competitiveness. The participation of all the stakeholders in the reform process, including foreign investors, is crucial for guaranteeing the effectiveness and transparency of the recommendations.

The work is carried out by the OECD Eurasia Competitiveness Programme within the framework of  OECD country-specific work on Kazakhstan.

Ongoing projects

OECD Kazakhstan Regional Competitiveness

This project supports regional development by working to:

  • improve capacity to attract investments
  • foster entrepreneurship and small and medium sized enterprises (SMEs) development
  • establish linkages between foreign investors and SMEs

The second phase of the project (2018-19) is currently under implementation and focuses on the regions of Aktobe and Kostanay.

 

Stimulating the Development of Agricultural Co-operatives in Kazakhstan

Through this project the OECD works with Kazakhstan to:

  • develop agricultural co-operatives
  • increase participation in agro-food global value chains (GVCs)
  • improve agricultural policy and market modelling

 

Project Diversification Competitiveness Strategy

This project helps Kazakhstan design policies to enhance the diversification of the economy. To support the country’s efforts and build a more resilient economy, the project focuses on three key areas:

  • agri-food sector
  • human capital for digitalisation
  • investment attraction in non-extractive sectors

Project reports

The reports summarise the findings and policy recommendations stemming from the project. Three reports have been peer reviewed at the OECD Eurasia Competitiveness Roundtable, the platform for policy dialogue, knowledge sharing and peer learning for the region:
