Stimulating the Development of Agricultural Co-operatives in Kazakhstan

 

Through this project the OECD aims to help Kazakhstan develop agricultural co-operatives, increase participation in agro-food global value chains (GVCs), and improve agricultural policy and market modelling.


Monitoring the Development of Agricultural Co-operatives in Kazakhstan

Agricultural co-operatives can help small-scale producers to increase productivity and benefit from economies of scale, greater bargaining power with other actors in the supply chain, and better access to extension services and technology transfer systems. In Kazakhstan, co-operatives can play an important role in helping subsistence-oriented households to boost their output and productivity by shifting to small-scale commercial farming.

In 2014, the OECD policy handbook Strengthening Agricultural Co-operatives in Kazakhstan outlined three main recommendations to foster the growth of a grassroots co-operative movement in Kazakhstan’s agricultural sector:

  • Policy environment: reform the legal framework for co-operatives, reform the Tax Code, reduce the tax burden for co-operatives and simplify registration procedures.
  • Awareness and trust: educate small farmers in rural areas on the benefits of co-operatives and provide information services and technical assistance to those setting up co-operatives.
  • Targeted financial support: develop targeted financing instruments for co-operatives and encourage greater private sector participation in co-operative financing.

Improving Kazakhstan’s Participation in Agro-Food Global Value Chains (GVCs)

Increased participation in agro-food GVCs can play an important role in ensuring food security and supporting the development of Kazakhstan’s agro-food sector. Participation in international agro-food markets can provide opportunities for income growth (through access to larger markets or through potentially higher prices than would be received in the absence of trade) and may support a structural transformation towards a more productive and diversified industry. In addition, trade can help to provide access to stable and reliable food supplies, lower food prices for consumers and improve nutrition through increased diversity of national diets.

Kazakhstan’s trade and domestic agricultural policy settings can have an important influence on both the extent of participation in agro-food GVCs and the associated benefits for the domestic economy.

Objective: Under this workstream, the OECD will model the impact of agricultural and trade policies on Kazakhstan’s participation in agro-food GVCs.


Agricultural Policy & Market Modelling

Since 1986 the OECD has measured and classified support to the agricultural sector by using the Producer and Consumer Support Estimates (PSEs and CSEs).

Kazakhstan was included in the PSE database in 2013, and is now subject to an annual monitoring and evaluation of its agricultural policies by the OECD Committee for Agriculture. The PSE has been used extensively as a tool to evaluate agricultural policy reforms in OECD countries.

The Policy Evaluation Model (PEM) was developed by the OECD to relate the information in the PSE database to specific economic outcomes. It is designed to complement the information in the PSE database with a basic economic structure and data to allow aggregate representations of seven OECD countries (including the European Union as a single region with two productive zones, EU15 and EU12). The PEM provides a static, partial equilibrium view of the market and social welfare impact of policy changes.

Objectives: This workstream involves the extension of the PEM model to Kazakhstan. The OECD will construct the PEM database for Kazakhstan, review the model parameters for Kazakhstan to validate the preliminary results and conduct preliminary scenario runs. The OECD will prepare a short analytical paper summarising the scenario runs conducted under the PEM.
