Item 2. Green Growth Policies for Small and Medium-sized Enterprises (SMEs)
This session addressed approaches for greening small and medium-sized enterprises (SME) in OECD countries and the outlook for policy reform in EECCA to strengthen SMEs’ environmental performance. Participants discussed drivers for greening enterprise behaviour as well as specific instruments to promote environmental compliance and green business practices among SMEs.
2.1. Drivers for greening enterprise behaviour
- Mr. Simon Upton, Director, Environment Directorate, delivered a keynote address.
2.2. SME greening in OECD and EECCA countries: Addressing the policy gap
- Ms. Lilit Apujanyan, SME Development National Centre, Armenia, and Ms. Natalia Vinogradova, National Institute for Economic Research, Moldova, presented the results of a survey on the environmental practices of SMEs conducted in the two countries.

Item 3. Water governance in line with Green Economy requirements
Water can be a driver of green growth. However, to realise this objective, water should be used efficiently and allocated to where it creates most value for the community, including the environment. Effective water management can lower the cost of accessing good quality water and reduce investment needs. Part of this involves managing demand for water, in particular through the use of economic instruments, planning the development of water-related services and infrastructure, including how they will be financed, and anticipating future needs, including from climate change.

|A lunch side event on “New Perspectives on the Water-Energy-Food Nexus in Eastern Europe, the Caucasus and Central Asia (EECCA)” was held on 27 November 2014, 13:00h-14:30h in Room D of the OECD Conference Centre. It was organised as part of the OECD Global Forum on the Environment which discussed the inter-dependencies among water, energy, and food security.|
