I want to focus on the urgent and systemic issue of climate change, which is more than just an environmental problem. Just two days ago, the 2017 Lancet Countdown report was released, showing that climate change is already a critical public health issue, one disproportionately affecting the most vulnerable as well as those least responsible for anthropogenic warming.

This workshop, held on 25 October 2017, at the OECD Paris, brought together over 32 representatives from the biodiversity and development co-operation communities to share experience and insights on the key opportunities and challenges to mainstreaming biodiversity into development policies and planning and into development co-operation. This report discusses the main results of a project on how to reduce air pollution from urban public transport in Kazakhstan, by providing an analysis for designing a green public investment programme in this sector. This sector represents an opportunity for Kazakhstan to address key objectives in its environmental and climate-related policies as part of the country’s ambitions to transition to a green economic path of development. The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by clean fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Kostanay and Shymkent and the second, all major urban centres in Kazakhstan. These investments are expected to result in significant air improvement.

26-27 October - The meeting was held in Almaty, Kazakhstan, back-to back with the OECD Eurasia Week (23-26 October). It focused on infrastructure investment and the low-carbon transition; water management and productivity of key sectors; cross-Ministerial policy co-ordination for Green Growth; One Belt one Road initiative; environmental policy tools for green economy and education, communication and public awareness for green growth.
