    The paper is the first in a series of two papers mapping young people’s environmental sustainability competence in EU and OECD countries that were prepared as background for the forthcoming OECD Skills Outlook 2023 publication. The papers are the results of a collaboration between the OECD Centre for Skills and the European Commission - Joint Research Centre (Unit B4) on students’ environmental sustainability competence. The second paper is titled: ‘The environmental sustainability competence toolbox: From leaving a better planet to our children to leaving better children for our planet’.

    Joint effects of energy prices and carbon taxes on environmental and economic performance: Evidence from the French manufacturing sector - Environment Working Paper

    The paper estimates the effect of energy prices and carbon taxation on firms’ environmental and economic performance. The analysis uses data on 8 000 firms that are representative of the French manufacturing sector and observed during 2001-2016. This paper also measures the causal impact of the carbon tax over the period 2014-2018 and simulates the effect of further increasing the carbon tax rate from €45 to €86 per tonne of CO2.

In 2014, the OECD estimated that flooding comparable to the historic 1910 flood could affect up to 5 million citizens and cause damage costing up to 30 billion euros.     OECD Environmental Performance Reviews: France 2016

    OECD Environmental Performance Reviews provide independent assessments of countries’ progress towards their environmental policy objectives. Reviews promote peer learning, enhance government accountability, and provide targeted recommendations aimed at improving countries’ environmental performance, individually and collectively. They are supported by a broad range of economic and environmental data and evidence-based analysis. Each cycle of Environmental Performance Reviews covers all OECD member countries and selected partner countries. The most recent reviews include: Spain (2015), Brazil (2015) and Chile (2016). This report is the third Environmental Performance Review of France. It evaluates progress towards sustainable development and green growth, with a focus on energy transition and biodiversity.

    Environmental Zoning and Urban Development: Natural Regional Parks in France - Environment Working Paper

    This study provides an empirical analysis of the effects of environmental zoning on urban development. It focuses on the case of Natural Regional Parks (NRPs) in France. Of the environmental zoning instruments used in France, NRPs extend over the widest physical area. Three potential side-effects of NRPs on urban development in the regulated area are investigated.
