From Analysis to Action of the Multi-dimensional Review of Senegal. During this meeting participants also discussed and exchanged on challenges related to the implementation of policy recommendations with the honourable participation of H. E. Mr. Amadou Ba, Minister of Economy, Finance and Planning and H. E. Mr. Cheikh Kanté, Minister in charge of the Plan Sénégal Emergent (PSE) from Senegal. |
Second Annual Meeting - Mutual Learning Group for Multi-dimensional Country Reviews

The Mutual Learning Group for Multi-dimensional Country Reviews (MLG-MDCRs) organised its second Annual Meeting on 24 September 2018 at the OECD headquarters in Paris. During this meeting, members of the Group reviewed the In-depth Analysis and Recommendations (Volume 2) of MDCR Thailand. In the afternoon, there was a session to take stock of MLG-MDCR activitiesover the last 12 months, a presentation on the updated methodology for MDCRs and a special session on informality, as a key topic that has emerged frequently during previous review meetings and across various MDCRs. |
Launch of MDCR of Paraguay (Volumes 1 and 2)

The presentation of volumes 1 and 2 of the Multidimensional Country Reviews (MDCR) of Paraguay took place on 2 July 2018 in Asunción in a public event hosted by the Ministry of Planning and the Ministry of Foreign Affairs. Ms Mari Kiviniemi, Deputy Secretary General of the OECD, participated to this high level meeting. The OECD Public Governance Review to Paraguay was also presented during this event. The event was very well attended, with over 170 participants from the administration, civil society, the private sector and the international community. The attendance included several ministers from the current administration (the Ministers of Foreign Affairs, Planning, Labour, Civil Service) and key members of the transition team. The presentation of the reports was followed by a panel discussion with the participation of Emiliano Fernández (Vice-minister of Planning), Pascual Rubiani, and Ángel Giménez, members of the National Team for Country Strategy (ENEP). The presentation of the MDCR of Paraguay received considerable media attention, including the full-page cover of the main economic daily (5 días), coverage by all major national dailies (La Nacion, Ultima Hora, ABC Color) and by international newswire EFE. The OECD Delegation also had the opportunity to meet with President Cartes and delivered both OECD reports to him.

Special Open Session - Mutual Learning Group for Multi-dimensional Country Reviews

The Mutual Learning Group of the OECD Development Centre organised a Special Open Session on 25 June 2018 at the OECD headquarters in Paris. M. Idris Jala, Chief Executive Officer of Malaysia’s Performance Management & Delivery Unit (PEMANDU) from 2010 to 2017, made a special presentation entitled “National Development as an Exercise in Transformation - Malaysia’s Experience”. M. Idris Jala presented Malaysia’s Economic Transformation Programme which was implemented from 2009 to 2015. This programme accelerated significantly the development in Malaysia and allowed the country to come out of the Middle-Income trap by making significant strides towards achieving high-income status by 2020. Between 2010 and 2015, 2.2 million jobs were created, over 6 million people have been connected to roads, water and electricity, the growth rate of private investment more than doubled, and per capita GNI grew from USD 8,200 in 2010 to 10,100 in 2015. During his presentation, Idris Jala exposed the key ingredients to this transformation programme and its success.

Review Meeting on Panama and Paraguay - Mutual Learning Group for Multi-dimensional Country Reviews

The Mutual Learning Group for Multi-dimensional Country Reviews met on 18 May 2018, at the OECD Headquarters in Paris to review the In-depth Analysis and Recommendations (volume 2) of the Panama and Paraguay MDCRs. The Review Meeting of Paraguay was led by Mr. José R. Molinas, Minister and Executive Secretary of the Technical Secretariat for Economic and Social Development Planning in Paraguay. Delegates from Brazil and Colombia were the lead reviewers. Brazil was represented by H.E. Carlos Márcio Cozendey, Ambassador and Delegate of Brazil to International Economic Organisations in Paris. Colombia was represented by Ms. Catalina Crane, Director of the Colombian Accession at the OECD in France, at the Permanent Delegation of Colombia to the OECD in France. The Review Meeting of Panama was headed by Ms. Marissa Echevers, Director on Public Policies and Ms. Rubilú Rodriguez, Head of the Monitoring and Evaluation Unit, at the Ministry of Economy and Finances in Panama. Delegates from Thailand and the Dominican Republic were the lead reviewers of the MDCR. Thailand was represented by Mrs. Marayart Samootsakorn, Senior Advisor in Policy and Planning at the Office of the National Economic and Social Development Board. The Dominican Republic was represented by Martín Francos and Juan Carlos López, sectorial coordinators in Public finances and Macroeconomics at the Ministry of Economy, Planning and Development Comments and discussions during this meeting allowed to enrich the reports on Paraguay and Panama which are now finalised.

Review Meeting on Thailand and Morocco - Mutual Learning Group for Multi-dimensional Country Reviews

The Mutual Learning Group for Multi-dimensional Country Reviews met on 20 February 2018, at the OECD Headquarters in Paris to review the Initial Assessment of the Thailand MDCR and the In-depth Analysis and Recommendations of the Morocco MDCR. The Review Meeting on Thailand was led by Ms. Pattama Teanravisitsagool, Deputy Secretary General at the Office of the National Economic and Social Development Board (NESDB) in Thailand who was accompanied by a large delegation from the NESDB. Kazakhstan and Peru took the role of lead-reviewers for this report. The Review Meeting on Morocco was headed by M. Lahcen Daoudi, Minister of State to the Head of Government, with special responsibility for General Affairs and Governance, and M. Abdelghni Lakhdar, Economic Adviser to the Head of Government and Director General of the Millennium Challenge Account-Morocco Agency in Morocco. Chile and Turkey were lead-reviewers for this report. Comments and discussions during this meeting allow to enrich the reports on Thailand (Initial Assessment) and Morocco (In-depth Analysis and Recommendations) which are now finalised. |
Annual Meeting of the Mutual Learning Group for Multi-dimensional Country Reviews

The first Annual Meeting of the Mutual Learning Group for Multi-dimensional Country Reviews (MLG-MDCRs) was held on 24 and 25 October 2017, at the OECD Headquarters in Paris. Created last December 2016, the MLG-MDCR is a subsidiary body of the Development Centre’s Governing Board. The participation of the OECD Development Centre’s member countries in this Group represents a unique opportunity to comment on and review MDCRs and benefit from knowledge sharing on multi-dimensional development strategies. During this meeting, we discussed challenges and lessons learnt on creating development strategies and making reform happen, with the specific example of Côte d’Ivoire. In the frame of this Annual Meeting, was also organised the Review Meeting of the Initial Assessment of the Paraguay MDCR and the Review Meeting of the In-depth Analysis and Recommendations of the Senegal MDCR. The Review Meeting of Paraguay MDCR was led by Ms. Lea Giménez Duarte, Minister of Finance, and Mr. José R. Molinas Vega, Minister Executive Secretary in the Technical Secretariat for Economic and Social Development Planning in Paraguay. The Review Meeting of Senegal MDCR was led by Mr. Pierre Ndiaye, Director General for Planning and Economic policies in the Ministry of Economy, Finance and Planning in Senegal. |
Lancement de l'Examen multidimensionnel du Maroc - Vol. 1

Saad Eddine El Othmani, Chef du Gouvernement marocain, a présidé le lancement du premier volume de l’Examen, présenté aujourd’hui à Rabat par Mario Pezzini, Directeur du Centre de Développement de l’OCDE et Conseiller spécial auprès du Secrétaire général de l’OCDE chargé du développement. Ce premier volume s’appuie sur les analyses existantes, une série d’ateliers participatifs et techniques, ainsi qu’un diagnostic de la dynamique de développement du Maroc, établi à l’aide des outils de l’OCDE pour identifier les principales contraintes. Le premier volume de l’Examen Multidimensionnel identifie trois leviers pour accélérer le développement du Maroc : combler les failles du système de formation des compétences, lever les blocages à l’émergence de secteurs compétitifs capables de tirer l’économie du pays à long terme, et répondre au besoin de mise en cohérence des politiques publiques. |
Launch of the Multi-dimensional Review of Kazakhstan - Vol. 2

Further modernising the state’s role in the economy would help unlock key development drivers, according to the second volume of the OECD Multi-dimensional Country Review (MDCR) of Kazakhstan. This entails moving from command-and-control regulation and direct intervention in the economy to providing incentives for investment, good corporate governance and environmental stewardship. More accessible and better evaluation would increase the transparency and quality of public programmes.
The report released on 15 June at the Astana Economic Forum was presented by Naoko Ueda Deputy Director, and Jan Rielaender, Head of Multi-dimensional Country Reviews, both of the OECD Development Centre, in the presence of Vice-Minister Madina Abylkassymova.

In April 2017, the Secretary General of the OECD Angel Gurría met with Jonathan Nash, Acting CEO of the MCC, and Amadou Ba, Minister of Economy, Finance, and Planning of Senegal. Senegal is in a critical phase of planning the second Phase of their national growth strategy, the Plan Senegal Emergent. The OECD has just completed the first phase – Initial assessment – of the Multidimensional Country Review of Senegal. The OECD and Senegal are currently collaborating on detailed policy proposals in the areas of education, tax reform and governance, which arose as priorities out of the country review. MCC also completed an analysis of the binding constraints to growth which identified the high cost of energy and distortive business policies and practices as the two binding constraints to private sector led economic growth and poverty reduction. Together with the Government of Senegal, the MCC is currently developing an investment compact based on this constraints analysis. |
Millennium Challenge Corporation and OECD

The Organization for Economic Co-operation and Development (OECD) and the Millennium Challenge Corporation (MCC) launched a new collaboration. Joining forces will deepen the impact of our analytic tools to inform investment decisions that can unlock economic growth and citizens well-being. Common events have been organised in Washington DC with high-level participation from countries under review, but also donors, foundations, private sector, and think tanks. A first event was organised in October 2016 with the Secretary General of the OECD Angel Gurría, Prime Minister Daniel Kablan Duncan of Cote d’Ivoire, and Dana Hyde CEO of MCC. The Multidimensional Country Review of Cote d’Ivoire was completed it in December 2015. The OECD will continue working with Côte d'Ivoire over the next 5 years to monitor the implementation of reforms and suggest recommendations to help overcome issues that may arise. MCC will also support Cote d'Ivoire with its compact programme. This combination of expertise with both project and reform perspectives, will contribute to build solid foundations for Côte d'Ivoire. |
Launch of the Multi-dimensional Review of Peru - Vol. 2

Economic and social reforms undertaken over the past two decades have driven Peruvian efforts to achieve sustainable economic growth and important reductions in poverty. Against a context of weak global growth, Peru will need to diversify its economy, boost skills, reinforce productivity across the labour force and unleash the potential of all regions in order to spur more inclusive national growth, according to new analysis presented today by the OECD.
First meeting of the Global Expert Panel on Multi-dimensionality

The second OECD Multi-dimensional Country Review (MDCR) Expert Meeting reflected on the lessons that the OECD has learnt from completed MDCRs with the aim to develop and strengthen the MDCR methodology. The sessions will have a specific focus on the conception of development in multi-dimensional terms, its determinants and how development analysis translates into policy action. The outcomes of each session will aid development of the evolving MDCR methodological framework and support the preparation of a series of papers on the analytics of multi-dimensional development in the process of forming implementable policy programs, that will culminate in a publication to advise practitioners entitled, ‘A New Frontier for Development: Effective Policy Design and Action for Multi-dimensional Challenges’.
The meeting consisted of four thematic sessions and will include discussion and exchanges with global experts from each respective field.

Expert Meeting on Diagnostics for Multi-dimensional Development

In June 2015, the OECD Multi-dimensional Country Review Unit held its first Expert Meeting on diagnostics for multi-dimensional development in order to take stock of existing methodologies and approaches to the analysis of multi-dimensional development and inaugurate a solid MDCR methodology to identify the binding constraints to achieving sustained mid-term development progress in a country.
The meetings took place over the course two days and consisted of four thematic sessions, with expert speakers from various areas of interest.
