Cambodia, Presentation of the OECD report Youth Well-being Policy Review of Cambodia, 1 February 2018, Phnom Penh

The OECD Development Centre presented the Youth Well-being Policy Review of Cambodia in a high-level event in Phnom Penh on 1 February, in collaboration with the Ministry of Education, Youth and Sport of Cambodia (MoEYS) and the Delegation of the European Union to Cambodia. The study uses a multidimensional approach to look at various dimensions of well-being affecting young people and gives recommendations for the formulation of public policies in favour of youth and for government action.

The event was opened by welcoming remarks by Mr Tauch Choeun, Director General of Youth Department of MoEYS and Mr George Edgar, Ambassador of the European Union to the Kingdom of Cambodia. Mr Choeun expressed his appreciation for the project’s support to the General Secretariat of the National Youth Development Council. Mr Edgar highlighted the importance of youth in EU’s new development consensus.

Ms Ji-Yeun Rim, Co-ordinator of the Youth Inclusion project, presented the main findings, conclusions and recommendations of the review and emphasized the need for more investments in agro-processing industry to create jobs for rural youth.

A roundtable discussion with youth organisations on the “Progress on the Cambodian Youth Development Policy and Action Plan” was held during the event. The objectives of the session were to i) present progress made in implementing the National Youth Action Plan (NYAP) and the remaining challenges, and ii) hold a discussion on how youth participation can be improved in the second phase of the NYAP’s implementation.

Over 70 representatives from ministries, youth organisations, non-governmental organisation, UN agencies and development partners participated in the event. Participants recognised the importance of implementing policy reforms on multiple fronts. Moreover, youth organizations asked governments for more information about training opportunities and inclusive policy dialogues. This event was an opportunity to understand better challenges and opportunities faced by Cambodian youth and discuss policies that will help close the youth well-being gap.
