Guatemala becomes the 54th member of the OECD Development Centre

 

Guatemala’s entry into the OECD Development Centre marks a significant stride in support of the country’s development agenda. It also strengthens the Centre’s global representativeness and institutional cooperation with Central America and the Latin America and the Caribbean region more broadly.

Guatemala joins a diverse group of 53 OECD and non-OECD countries from all world regions, contributing to an expanding membership of the Development Centre.

The Development Centre will support Guatemala in its ongoing efforts to achieve stronger and more inclusive development, in particular offering comparative perspectives on the country’s structural trends and governance and sharing policy experiences for sustainable economic growth, good governance and social inclusion.

Alongside twelve other Members from Latin America and the Caribbean, including Argentina, Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, El Salvador, Mexico, Panama, Paraguay, Peru and Uruguay, Guatemala will leverage the Centre’s key activities and strengthen ties with policy makers throughout the region – and beyond – to address some of its more pressing needs including making growth more inclusive, reversing environmental degradation and strengthening trust in the country’s democratic institutions.

Cooperation with Guatemala strengthened in the lead up to membership. Recently the Development Centre was invited to organise a meeting of its Emerging Markets Network (EMnet) on “Public-Private Co-operation towards Institutional Transparency” as part of a Guatemala’s Ministry of Economy hosted events during the Iberoamerican Summit in Antigua in 2018. Guatemala representatives participated in the 2017 EMnet meeting and in the International Economic Forum on Latin America and the Caribbean. Guatemala is regularly covered in the Latin American Economic Outlook and in the Tax Revenue Statistics reports. More recently, Guatemala has shown interest in the Development Centre Multi-Dimensional Country Reviews which are being conducted on several countries in the regions and beyond.

In addition to fruitful relations with the Development Centre, Guatemala enjoys cooperation with various OECD initiatives. Guatemala became a member of the Steering Group of the Latin America and the Caribbean (LAC) Regional Programme in 2017 and joined the other participating countries in welcoming the OECD-LAC Integrity and Anti-corruption Action Plan in Lima in October 2018. It participates actively in several of the Programme’s Regional Policy Networks such as the LAC Fiscal Initiative, LAC Investment Initiative, LAC Competition Forum, Latin American Anti-Corruption Programme and LAC Network on Good Regulatory Practices. Guatemala has also pledged to support the work of the Central America Initiative within the LAC Regional Programme. Guatemala is a member of the Global Forum on Transparency and Exchange of Information for Tax Purposes and is a Party to the Convention on Mutual Administrative Assistance in Tax Matters as amended by the 2010 Protocol. It has also adhered to the Declaration on Strengthening SMEs and Entrepreneurship for Productivity and Inclusive Growth in 2018 and Paris Declaration on Aid Effectiveness in 2005.
