In-donor refugee costs in official development assistance (ODA)

Official Development Assistance (ODA) has played a major part in supporting the costs of the immediate response to the refugee crisis. There is a need to continue to monitor these increasing in-donor costs, to ensure that the credibility of ODA is not called into question.

OECD Environmental Performance Reviews: Norway 2022

Norway has made progress on the path towards green growth over the past decade. The country is a frontrunner in many environmental areas and invests heavily in technological development and innovation to support its green transition. It set many ambitious national environmental targets across all sectors, including for climate mitigation; Norway aims to achieve climate neutrality by 2030. While not a member of the European Union, Norway has aligned its action with many EU regulations and goals, sometimes more stringently than members. Despite progress in many areas, the country still faces multiple challenges, including sustainable consumption patterns and biodiversity protection. The review provides 30 recommendations to help Norway further improve its environmental performance, with a special focus on sustainable land use and biodiversity management. This is the fourth Environmental Performance Review of Norway. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

Data for Development Profiles - Official Development Assistance for Data and Statistical Systems

Sound and timely data and statistics are essential for designing better policies for better lives. When the right data are available and used by policy makers, they play a crucial role in managing crises, as revealed during the COVID-19 pandemic. They are also indispensable for transparent and accountable delivery of policies and services and to guide business and investment decisions in line with the Sustainable Development Goals (SDGs). The first 2021 edition of the OECD’s Data for Development Profiles is a unique source of information and insights on how members of the Development Co-operation Committee (DAC) allocate official development assistance (ODA) to statistical capacity development and strengthening data ecosystems in low and middle income countries. By providing a comprehensive overview of members’ data and statistical policy priorities, strategies, funding, delivery modalities and partnerships, the profiles serve as a baseline for co-ordinating international support and highlight ways forward for greater impact and effectiveness.

OECD Development Co-operation Peer Reviews: Norway 2019

The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. Norway’s commitment to spend 1% of gross national income on official development assistance is supported across the political spectrum. It increasingly uses multilateral channels to promote global public goods and address global challenges. This review looks at the changes to systems, structures and capabilities that would help Norway deliver on its shifting approach to development co-operation. These include strategic oversight to align programming with Norway's overall vision and policies for sustainable development; strengthened approaches to results, knowledge and risk management; and taking a bolder approach to cross-cutting issues such as human rights, gender, climate and environment, and anti-corruption.
