The DAC Network on Development Evaluation promotes joint and collaborative evaluations (involving multiple development partners) as a tool for mutual accountability and learning.

 

Spotlight on the COVID-19 Global Evalluation Coalition

The COVID-19 Global Evaluation Coalition is an independent collaborative project. The Coalition is made up of the development evaluation units of countries, United Nations organisations and multilateral institutions. The Coalition provides credible evidence to inform international co-operation supporting non-clinical responses to and recovery from the COVID-19 pandemic in developing countries - helping to ensure that lessons are learned and that the global development community delivers on its promises.

The Coalition will support and communicate both individual participants’ evaluations and joint work involving multiple participants. This collaborative approach will maximize synergies and learning, while reducing duplication of effort in evaluating different elements of the COVID-19 pandemic response.

The benefits of joint evaluations:

  • Mutual capacity development. Joint evaluations enable agencies (as well as partner countries and local consultants involved) to learn from each other and to share evaluation knowledge.
  • Harmonisation and reduced transaction costs. One joint effort instead of multiple single evaluations can clearly reduce the partner country’s transaction costs. This will also limit the number of different evaluation messages and foster consensus on recommendations for future actions.
  • Objectivity and legitimacy. Joint evaluations can increase the objectivity, transparency and independence of the evaluation and strengthen its legitimacy and impact. Broad participation increases ownership of findings and makes follow-up on recommendations more likely.
  • Broader scope. Joint evaluations can address broader evaluation questions and facilitate a perspective on multi-agency impacts beyond the results of one individual agency.
