Swedish Expert Group for Evaluation and analysis of Sweden's Development Cooperation

In January 2013, the Swedish government decided to establish an Expert Group for evaluation and analysis of Sweden’s international development cooperation. The former agency for evaluation of Swedish international development cooperation SADEV (the Swedish Agency for Development Evaluation) was phased out by the end of 2012.

The Expert Group is organised as a Government committee and the scope and direction of its inquiry are stated in the committee’s terms of reference. The remit of the expert group is to commission, compile, implement and communicate evaluations, analyses and studies on the implementation, performance and efficiency of development cooperation. The aim is to improve development cooperation and build up a long-term, high-quality knowledge-base. 

The expert group is led by a chairman and 9 members. A secretariat will run the day-to-day work and assist in engaging external researchers, consultants and evaluators.

UTV is charged to evaluate Sida development activities, managing strategic evaluations, such as thematic evaluations, and evaluations of aid policy, aid modalities and large programmes.  Other departments and teams within Sida are responsible for evaluating their own projects and programmes. These operational ''reviews'' are supported by UTV in an advisory capacity.  UTV reports to the Director-General of Sida, who reports to the Swedish Government (in practice, via the Ministry for Foreign Affairs).

The publication "Better Aid: Evaluation in Development Agencies" provides individual evaluation profiles for each member of the DAC Network on Development Evaluation.

Each profile provides information on the core elements of the evaluation function set-up and management, including the mandate of the unit, mechanisms to protect independence and ensure quality, reporting lines and distribution of evaluation reports.
