Department background


The Audit and Evaluation Office (GAA) of Camões, Institute for Cooperation and Language (Camões, IP) is responsible for evaluating the entire Portuguese development aid programme by conducting internal or external programme, project, sector, country and thematic evaluations.

GAA also participates in joint evaluations with other donors and partner countries.  It gives technical assistance in evaluation and promotes some activities of evaluation capacity building.  It is responsible for the dissemination of evaluation results and for ensuring the incorporation of the evaluation recommendations into programming process.  GAA is working to develop an information management system.

GAA also conducts internal audits and gives assistance to external audits. The evaluation focus of Portuguese development assistance is moving from the project focus to a higher and wider focus.

 

   ‌PORTUGAL NEW SCHEMA

 

The publication "Better Aid: Evaluation in Development Agencies" provides individual evaluation profiles for each member of the DAC Network on Development Evaluation. Each profile provides information on the core elements of the evaluation function set-up and management, including the mandate of the unit, mechanisms to protect independence and ensure quality, reporting lines and distribution of evaluation reports.
