Key Institutions for Mobilising Finance: Towards the implementation of Nationally Determined Contributions (NDCs) and the accomplishment of the Sustainable Development Goals (SDGs)


The OECD is co-organising a Latin America regional workshop on 26-27 June 2017 in Mexico City with the Inter-American Development Bank, ALIDE (the Latin American Association of Development Financing Institutions) and BANOBRAS (a Mexican development bank).

The purpose of the event is to investigate the role that green investment banks and similar public finance insititutions, like National Development Banks, can play in delivering the Paris Agreement pledges (specifically the NDCs) in Latin American countries, with consideration to the current roles and approaches of existing public banks.

Along with assisting in the design of the event, the OECD will be participating on several panels providing input on "investment-grade policy frameworks", "scaling up private investments through risk mitigation and blended finance", and "how to crowd-in investment from institutional investors".

Background

This event builds on recent work at the OECD on the role of green investment banks to scale up private, low-carbon investment. The report Green Investment Banks: Scaling up Private Investment in Low-carbon, Climate Resilient Infrastructure aims to provide policy makers with the first comprehensive study of publicly capitalised green investment banks (GIBs), examining the rationales, mandates and financing activities of this relatively new category of public financial institution.  In January 2017, the OECD and New Climate Economy published an updated summary of key findings on green banks, entitled Innovative Public Financial Institutions Scaling up Private, Low-carbon Investment.
