The Better Entrepreneurship Policy Tool 

The Better Entrepreneurship Policy Tool is a free online self-assessment and learning tool that aims to support the design of inclusive and social entrepreneurship policies and programmes.

The tool has been designed for policy-makers and other interested parties at local, regional and national levels who wish to explore how public policy can support youth, women, the unemployed, and migrants in business creation and self-employment, and support the development of social enterprises.
It has been developed by the OECD Centre for Entrepreneurship, SMEs, Regions and Cities and the Directorate-General for Employment, Social Affairs and Inclusion of the European Commission.

The OECD is working with the European Commission, DG Employment, Social Affairs and Inclusion to identify, assess and provide tailored advice to individual national or regional administrations of the EU Member-States in the design and implementation of integrated policies and programmes for social enterprises. This project aims to foster mutual learning among all relevant stakeholders and practitioners concerned through monitoring and comparison of policy and programme approaches, collection and dissemination of good practices as well as tools development to support learning networks, events, and platforms. The project intends to make a valuable contribution to Europe’s 2020 Strategy for smart, sustainable and inclusive growth while dovetailing with the European Commission’s Social Business Initiative for boosting social entrepreneurship.

What is social entrepreneurship ?

It is the entrepreneurship that has as main goal to address pressing social challenges and meet social needs in an innovative way while serving the general interest and common good for the benefit of the community. In a nutshell, social entrepreneurship targets to social impact primarily rather than profit maximisation in their effort to reach the most vulnerable groups and to contribute to inclusive and sustainable growth.

 

Why is social entrepreneurship important ?

Social entrepreneurship plays an important role in addressing social, economic, and environmental challenges while fostering inclusive growth, shared prosperity, and social inclusion. Moreover, social entrepreneurship contributes to job creation, especially at local level, as well as to democratic participation and improvement of welfare services delivery.

Compendium of good practices

This compendium of good practices identifies, assesses and presents good practice policy and programme initiatives for social enterprises across EU Member-States. It also examines the possibility of their replication to other contexts or the features that render them unique to a local context.
