    Enhancing Rural Innovation in Canada

    Innovation is broader than science and technology, yet often statistics and government programmes narrowly focus on this type of innovation. In rural places, this is particularly relevant as not all firms have the capacity to be competitive in high-tech innovation. With around one in five Canadians living in Canada’s rural regions, better understanding how to promote broader notions of innovation for rural places by increasing entrepreneurship, including for women, advancing the green transition, and improving the provision of services is critical to boost rural productivity, and increase well-being standards. The report sets the scene for rural innovation in Canada, explores the policy and governance environment for key regional innovation initiatives, and includes a special topic chapter on green innovation in rural regions of Canada.

    Industrial Policy for the Sustainable Development Goals - Increasing the Private Sector’s Contribution

    How can governments support the private sector’s contribution to the Sustainable Development Goals (SDGs)? This book investigates the contribution of firms to the SDGs, particularly through their core business, taking into account inter-sectoral linkages and global value chains, using novel techniques and data sources. Despite the fact that the private sector has the potential to contribute to a wide range of SDGs, and that many firms find it economically viable to develop sustainable products and services, firms still face significant hurdles in their sustainability transition. Based on this new evidence, this book provides some recommendations on the design of industrial policies to enhance the contribution of businesses to the SDGs.

    Behavioural Insights and Organisations - Fostering Safety Culture

    Behavioural insights (BI) has become widely used by public bodies around the world, mostly towards improving the way policies are implemented and influencing individual behaviour. As the field of BI evolves to tackle more complex policy issues, there is widespread perception that BI can and should go beyond the study of individual-level decision processes for higher impact. This report presents research on applying BI to changing the behaviour of organisations, with a focus on fostering elements of a safety culture in the energy sector. It presents comparative findings from experiments with energy regulators in Canada, Ireland, Mexico and Oman, as well as guidance for applying BI to safety culture going forward.

    Patterns of innovation, advanced technology use and business practices in Canadian firms

    This paper uses a distributed microdata analysis approach to map patterns of technology adoption in Canadian firms, exploring the relationship between technology adoption, business practices and innovation. Prepared by the OECD NESTI secretariat in collaboration with Statistics Canada, the paper leverages a unique enterprise database combining information on innovation, technology adoption and the use of selected business practices. This work suggests a number of possible pathways for selecting and defining priority technology and business practices for data collection and reporting, implementing recommendations in the 2018 Oslo Manual on enablers and objectives of business innovation, and identifying potential synergies between business innovation, management and ICT, and other surveys focused on various aspects of technology adoption.

    Innovation, Agricultural Productivity and Sustainability in Canada

    The Canadian food and agriculture sector is for the most part competitive and export-oriented: although challenges and opportunities vary significantly between regions, primary agriculture benefits from an abundance of natural resources and faces limited environmental constraints. Negative environmental impacts of agriculture relate mainly to local water pollution by agricultural nutrients. Productivity growth, resulting from innovation and structural change, has driven production and income growth without significantly increasing pressure on resource use. Nonetheless, the capacity to innovate is crucial to take advantage of the growing and changing demand for food and agricultural products at the global level.

    Unleashing business innovation in Canada

    This paper discusses how to improve Canada’s business innovation in order to boost labour productivity and output growth. Many general framework conditions are highly favourable to business risk taking and innovation, including macro stability, openness, strong human capital, low corporate tax rates, low barriers to firm entry and flexible labour markets.
